 Mr. Win Westfall, Chairman of the Board, has over 40 years of civil engineering and planning experience. In the course of his professional career he has managed more than $1 billion in public works projects in the Northern California region, including design and construction management of roadways, sewers, water systems, drainage systems, and wastewater treatment plants. He has served as contract city engineer for the cities of Los Baños, Atwater, Half Moon Bay, South San Francisco, and Patterson. He is a past National President of APWA.
