MuniFinancial administers the special assessment liens for all Special Assessment Bonds issued by Community Facilities Districts within Goodyear, Arizona. Working closely with the City of Goodyear's Community Facilities District Administration Manager, MuniFinancial provides the following services:

  • Prepare and send semiannual bills to property owners
  • Record payments
  • Send courtesy letters explaining the special assessments to buyers
  • Send reminder and delinquency letters
  • Prepare pay off computations
  • Prepare bond call computations
  • Administer the database for all assessment liens
  • Provide training programs for builder sales staff

All special assessment liens in Arizona have payment due dates of June 1 and December 1 of each year and a considerable portion of the administrative effort must occur during these short timecycles. As a result, the City has found that it makes sense to contract with MuniFinancial to effectively bill property owners, without impacting internal staff time and delaying critical internal projects.

In addition to the on-going administration effort, MuniFinancial and our affiliate firm Willdan prepared the assessment methodology reports for the Golf Village and Desert Village Special Assessment Districts within the Estrella Mountain Ranch Community Facilities District. After completion of the financed infrastructure, MuniFinancial prepared the assessment modifications reducing the assessment liens to the property owners.

MuniFinancial is also contracted with the City of Goodyear to provide arbitrage reporting for its outstanding bond issues. Our staff has analyzed the compliance needs of the City and created a cost effective reporting frequency customized to meet all IRS requirements. Our tasks include document review, bond yield verification, cash flow analysis, yield reduction payment analysis, and application of all exceptions to rebate. We provide written reports summarizing assumptions, exceptions, and the liability accrued through the calculation date. We also prepare all necessary IRS filing forms.
