Our firm has been in the forefront in Proposition 218 compliance since the implementation of the proposition in November 1996. We have gained approval of more than 100 LMDs in the past five years alone, all of which were formed in compliance with Proposition 218. These efforts have included preparing and mailing the notices and ballots, providing comprehensive Engineer's Reports, long-range financial evaluations, public workshops and tabulation of the assessment ballots.
With the passage of Proposition 218, new focus was placed on the assessment methodologies and determination of benefit. This focus, coupled with the new burden of proof provision, placed a greater emphasis on technical competency.
