MuniFinancial was engaged by the Riverside Local Agency Formation Commission, the County of Riverside, and the City of Murrieta to examine the impact of four different local governance scenarios for the Wildomar unincorporated community in southwestern Riverside County. The report provides valuable information for the public and elected officials to help determine the appropriate jurisdiction to be responsible for delivering local municipal services to this fast-growing area.
The scenarios varied based on incorporation as a new city, annexation to the City of Murrieta, or continuing as an unincorporated area. The scenarios also varied based on whether the entire community was incorporated or annexed, or just the north or south portion. The study provided both an initial fiscal impact analysis of the various scenarios, as well as the municipal service review required by State law.
