Encina Water Pollution Control Authority

The Encina Water Pollution Control Facility is a Joint Powers Authority consisting of six city and water district member agencies. Our project manager, Brian Jewett, assisted in reviewing the allocation methodology among the user agencies and made recommendations to the general manager and agency board members regarding future allocation methodologies for facility expansion projects.
