Our special tax consulting team was initially retained by Lee Lake Water District to assist the District in the formation of a Community Facilities District in 2002. This project involved a residential tract of homes developed by Citation Homes. As special tax consultant, we were responsible for developing the rate and method of apportionment of the special tax, as well as various other duties, required for the successful implementation of the District. As a result of the work completed by our firm, the scope of our engagement was widened to add annual administration services for the District's six special districts including Water and Sewer Service Charge administration, Standby Charge administration, and Benefit Assessment administration; plus Arbitrage Rebate and Continuing Disclosure services for three of the District's Mello-Roos districts, including Community Facilities Districts No. 1 (Sycamore Creek), No. 2 (Montecito Ranch), and No. 3 (The Retreat). This project also involved: gathering and ensuring accurate data; researching parcel changes; monitoring delinquencies; preparing and providing the annual Special Tax Report; calculating quotes; performing bond call spreads; and assisting and advising on ongoing Disclosure matters.
