Since May 2002, MuniFinancial has been administering the MWD water standby charge program, for MWD's Readiness-to-Serve water availability fees to its 26-member agencies. Member agencies have MWD apply the Standby Charge to individual nonexempt parcels as a per parcel benefit assessment on the property tax bill. This results in an annual levy submittal of $42 million to six counties: Los Angeles, Orange, San Diego, Ventura, San Bernardino, and Riverside.
MuniFinancial is responsible for the annual preparation and submittal of standby charges for over 3.5 million parcels on the respective County Secured Property Tax Rolls. In addition, our staff is accountable for processing and reviewing all exemption applications from the standby charges, plus prior exemption requests encompassing a three-year period. Likewise, staff responds to property owner inquiries for both the water standby charges and debt issued by the Metropolitan Water District of Southern California. |
