Annexations and Incorporations  MuniFinancial can prepare fiscal analyses for the annexation of land into cities. Included in this, we evaluate the City's existing fiscal model and develop a separate fiscal analysis for the project developer. In addition, we analyze the effect of potential County Property Tax Transfer assumptions between the City and the County upon future annexation. We have also developed fiscal guidelines for analyzing future annexations and incorporations for cities and estimate the fiscal effects on the General Fund. MuniFinancial also reviews the fiscal impacts of the incorporation of a new City.
